Houlton, Maine Town Government

The Town of Houlton has both elected and appointed
officials. The Town of Houlton operates under a
municipal Town Charter, Municipal Ordinances and the laws of
the State of Maine.Municipal elections are the
first Tuesday each November. Vacancies on the Town
Council are filled by Town Council appointment as they occur
throughout the year unless otherwise stipulated in the Town
Charter or Ordinances.

follow the process for nomination and elections. Please

Nominations and Elections follow the Houlton Town Charter
Article VI, Section 601 through 606, inclusive. Other
pertinent section of the Houlton Town Charter is; Article
VIII, General Provisions, Section 801 through 805,
inclusive. The Town Council appoints all

SAD 29 comprises of the communities of Houlton, Hammond,
Littleton and Monticello. The SAD Board of Directors are
elected to staggered three-year terms by the Citizens of
their Towns at their annual municipal elections.
The SAD 29 Board of Directors meets the first Monday of each
month at Southside School cafeteria on South Street in

The Board of Budget Review is elected by ballot by the
Citizens of Houlton in the municipal elections held each
November. Nine (9) Members serve three-year staggered
terms and cannot serve more than two consecutive terms.
The Board of Budget Review is charged with the
responsibility of reviewing the proposed budget and budget
message in the best interest of the town. The Board of
Budget Review shall attend the annual public hearing on the
budget and may make a report of recommendations to the Town
Council at or prior to the public hearing.
This Board is defined per the Houlton Town Charter
Article V: Financial Procedure, Section 513. The Board of
Budget Review may appoint members to fill vacancies that
occur during the year.
Meetings are held as needed starting each
Fall.

Trustees are all elected to staggered,
five-year terms by the Citizens of Houlton during the
municipal elections held each November.
Cary Library,
located in an Historic Carnegie building is a 30,000 volume
facility. Connected to the Maine State Library System, it
offers special ordering, genealogy research, children's
reading programs and special needs services. This library
operates with both town appropriations and endowment funds.

There are 6 persons elected by the Citizens of Houlton to
the Board of Directors for the Houlton Water Company in the
municipal elections held each November. This Board of
Directors oversee the operation of all the divisions of
Houlton Water Company which include water, sewer and
electrical utility services for the Houlton region.
The Houlton Water Company Board of Directors meets every
third Tuesday of the Month.

The Planning Board membership is a position appointed by the
Town Council for staggered five-year terms.
Interested people who wish to serve
are urged to submit their names to the Town Office for
consideration when a vacancy occurs. The Town Office
usually posts and advertises the vacant positions as they
occur.
The Planning Board deals with all work related to keeping
zoning ordinances, the comprehensive plan and other zoning
issues up to date and compliant with state and
federal regulations. The Planning Board is an integral part
of developing a systematic plan for growth management for
the community that helps the community maximize growth
potential and opportunities while not compromising the
delicate historical balances of what makes Houlton unique.
The Planning Board meets the 2nd and 4th Tuesday of each
month.

property owners seeking variances from the zoning
ordinances. The Zoning Board of Appeals meets

The Parks and Recreation Advisory Board membership is a
position appointed by the Town Council for

The Parks and Recreation Advisory Board deals with
advising the Parks and Recreation Director on programs and
other projects and developments as they occur during the
fiscal year. The serve as a advisory board to the Director,
Town Manager and Town Council with regard to all parks and
recreation activities.
The Zoning Board of Appeals meets on an as needed basis.

The Board of Assessment Review membership is a position
appointed by the Town Council for consecutive three-year
terms. Interested people who wish to serve are urged to
submit their names to the Town Office for consideration when
a vacancy occurs. The Town Office usually posts and
advertises the vacant positions as they occur.
The Board of Assessment Review deals with property tax
assessment appeals for property tax abatements from Houlton
property taxpayers. The Board is active when the Assessor
denies a requested abatement and the property taxpayer
wishes to appeal the decision to a higher authority for
consideration.The Board meets as needed.

Voter registration is held each year before each regular
and special election. New residents may also register to
vote during regular office hours at the Town Office or may
register at posted (advertised) hours of the Registrar of
Voters. Registered voters may also change their party
status in accordance to State of Maine election laws.
